  It is your responsibility to build the local capacity through our educational systems. Don't pass over that responsibility to foreign actors. After almost 70 years of independence with universities why do we still have to call on Chinese to teach us Tilapia farming? Why can't we build our own roads and bridges when we have faculty of civil engineering in our universities for decades? Something is fundamentally wrong with our leadership styles in all spheres of our society.
