Most of the SOE should be made to pay their own staff salaries. Govt should not shoulder such responsibility. In Kenya, they have to do and record loss. It is better than paying the salaries. They don’t seem to see labor as part of cost of production if government pays their salaries.
In Kenya, an SOE can’t also use more than 35% of generate revenue on salaries. This keeps them in check from employing excess workers.
In Ghana, most have excess workers. I can name several state institutions that have more workers than even needed.
