The Premier League has confirmed Manchester City’s serious breaches of the Premier League’s financial rules following a ruling by an independent Commission.

The Commission found that between the 2009/10 and 2017/18 seasons, City arranged “sham” commercial contracts that artificially inflated the club’s revenues and reduced its costs.

It also found that the club filed misstated accounts and concealed the true state of its finances from auditors and football regulators.

According to the Premier League, the schemes artificially inflated City’s revenues and reduced its costs by more than £900 million during the affected period.

The Commission concluded that City “clearly intended to circumvent the PL Rules” and found the club had been in significant breach of both Premier League and UEFA spending limits.

The Commission also upheld three of four alleged breaches relating to City’s cooperation with the Premier League’s four-year investigation.

Premier League chief executive Richard Masters revealed how the club hid their spending strategically.

“The core decision establishes the facts of what happened at Manchester City during this period. The ruling details how the club systematically broke Premier League Rules for nearly a decade,” he said.

Masters described the case and decision as “the most significant in Premier League history”, but stressed that the sanction has yet to be determined.

The Premier League said the issue of punishment will be addressed at a separate hearing.

Manchester City have the right to appeal the Commission’s findings and have until Friday, October 2, 2026, to exercise that right.
