I do not know the time frame you describe as “late comers to the idea”, but SUSU has existed in Ghana for God Knows when. My mother participated in SUSU before I was born. Then wayback in the early 1970s, I participated in SUSU as a primary school class three pupil with some of my class mates, starting with One-Half of a Pesewa of our daily pocket moneys for school. We bought footballs initially, and for later years, organised end-of-term parties in the homes of some of my participating colleagues with the proceeds. We did this until we left primary school class six for secondary school. We discontinued because of distance, contact, and interest.
It is very important if you could provide the date that the SUSU idea come to Ghana.

Rotating saving (called susu in Ghana) has been going on ALL OVER AFRICA and also in the Carribeans with each region giving the method its own local name like susu, sou-sou, osusu (Yoruba), isusu (Igbo), esusu, likelemba, tandas.....
