No payment of road arrears for previous work done on routine maintenance work is affecting road surface riding quality. Many small and medium road contractors cannot go back to execute their section becauss their financial capital are locked up in their validated interim payment certificates delayed for more than two to 5 years and over. It was thought that once you dissolve a board you already have a replacement. Does it take another 6 months to form a board.
