Can you tell why authorities within the GES, empowered to protect school children did not act even though they had authority to do so? No one wants to be the one to bell the cat? Apathy or irresponsibly behaviour? Or corruption? People want big post but they don't want responsibility that goes with it. They deserve to be severely sanctioned.
