Let's look at the bigger picture here.The question is "is this not the failure on the part of the school to provide a better and proper bathing facilities for the students.What kind of bathing facilities provided in the school.The picture I see looks like an open top bathroom sited a distance from the girls dormitory. The girls walk in the open air from their dormitory to the facilities to get bath and walk back to their dormitories. This is where the problem is.I will put the blame at the door step of the school and the MOE and GES.
