  This is a very bad situation that has gone on under both ndc and npp without explanation. What is the purpose of the budget. Surely the detailed budget would include timing of cashflow as well to determine such pressures long before they occur. So what exactly does the finance minister do if they can't plan for such payments. The stupidity of the whole thing is whilst some have not been paid for 3 years the donkey is still recruiting to pay with what money
