Nevertheless, his explanations and statements are commendable, and the issues he has raised deserve serious attention.

The Ministry must not simply overlook these concerns. It has a responsibility to investigate the matters raised, establish the facts, and provide the public with clear, honest and credible answers.

Let us also acknowledge an uncomfortable reality: there are individuals engaging in criminal and corrupt practices within the Civil Service, including Ministries, Departments and Agencies. Public institutions must never become safe havens for misconduct, abuse of office or the protection of wrongdoing.

It is important to recognise that government ministers cannot realistically exercise detailed, day-to-day oversight over every operational activity within their respective Ministries. Much of this responsibility is delegated to civil servants and departmental officials who are employed to manage these functions and ensure that established procedures are followed.

However, this is precisely where the problem can arise. Some individuals exploit gaps in institutional oversight, weaknesses in internal controls and the trust placed in them to engage in corrupt practices, as Manaseh has highlighted. They take advantage of the very systems they are entrusted to protect and serve.

These are not merely administrative lapses; where criminal conduct is involved, they are serious breaches of public trust. There must be no room for criminals to hide behind public office, institutional structures or bureaucratic processes.

Ultimately, accountability must apply to everyone, regardless of position, influence or political affiliation. The truth must come out, the system must be strengthened, and anyone found culpable must face the full consequences of the law.

Public service is a responsibility, not an opportunity for personal enrichment.
