This means it is a legally recognised institution created through public legislation, not through private incorporation.

The UG is administered under a collegiate system and is recognised by the Ghana Tertiary Education Commission as a public institution

Some business registries list the University of Ghana as a “company” for administrative purposes, but this is a legal registration of the institution’s corporate status under Ghanaian law — not an indication that it is privately owned.

In Ghana, public universities like UG are state‑owned, public bodies, not private enterprises.

Ike University of Ghana gain in increasing hostel rent to a whooping 26%?
Why do our universities sell an application forms for around Ghc 250 per person.
Meanwhile, entry application forms in overseas universities are free online for applicants to download and apply.
Are we being told that universities in Ghana do not know it’s time to remove this financial burden from parents.
In short, Ghanaians are very wicked and evil in conduct and in practice

This Guy is just talkative and power-drank—a toothless lion, making a lot of noise but lacking real authority. His arrogance has diminished his ability to enforce any laws. He often talks about law enforcement but has never taken a single landlord to court. His behavior is becoming increasingly foolish. Who is he to dictate how much private individuals charge or to increase their fees?
He selectively interprets laws that suit him, making a fuss over issues that have little merit. After all the unnecessary attention he's drawn to hostel fees, what has he accomplished? He lacks the common sense to understand that his job is to liaise between landlords and tenants communication between landlords and tenants, not to intimidate investors.

Ghana's housing deficit is estimated to be around 1.8 million to 2 million units, and both private developers and public-private partnerships (PPPs) are working to bridge this gap. Yet, he continues to create unnecessary noise. I’ve heard that he is now involved in selling rent cards to landlords, which is a violation of the law. The Rent Control Department is a public service institution and does not generate profits or operate as a revenue-making enterprise for the state.

He has no right to print a book for sale. The law stipulates that landlords should provide every tenant with a rent book containing specific information. There is no legal provision that allows the Rent Control Department to profit from landlords by selling rent cards. His actions are nothing short of theft.

When supply exceeds demand, prices will fall. If you don’t understand simple economics, seek wise counsel

This arrogant man should give us a break. How can a rent-control man want to determine how much is paid for a room when he does not know the terms of the agreement the university entered into with the private developers of these hostels? Raising funds for a hostel project is not plenty talks. If it is easy, the government should release funds for the construction of halls to accommodate all students. Or he can equally build some for the universities from his salary.
