I have read the news on several Lebanese media.

In all, it was clearly stated that the man was BEING MONITORED since the DEPARTURE (from Accra).

This means Ghana security agencies forwarded the info to the Lebanese counter parts.

In intelligence, you don't hesitate arrest. You patiently wait till the culprit has FULLY COMMIT themselves i.e taken possession of the contraband.
