And what sense does it make if we google to find out how much a MI 171 SH chopper costs, but don't know how much the 'y3 b3 dii k3k3 govt' paid for them ?

In 2008, the Ghana Armed Forces negotiated to acquire a hangar at $5 million. Two years later, Vice President Mahama returns from Rio de Janeiro with a cost of $17 million, a whopping difference of $12 million. We are told that an extra fuel tank on the Aircraft cost $8 million whilst the staircase was said to be worth $1 million.

President Mills was not only scandalised by the corruption. He went ahead to ask that a committee be set up to investigate the deal.

We nationalists and patriots will not sit unconcerned and allow Maaame/Ghana to be dry-raped daily and turned into a highly indebted poor country(HIPC) by these Woyomites again.

NPP takes Mills to the cleaners over aircraft deal

Linda Akrasi Kotey

The Minority in Parliament has taken the government to the cleaners over what they claim was the inflated cost of the five aircraft the Mills administration has contracted to buy for the Ghana Armed Forces. In their opinion the deal stinks.
At a press conference at Parliament House yesterday, the Minority, mainly made up of members of the New Patriotic Party (NPP), called for due diligence and a value for money audit in the purchase of the Embraer 190 and a hanger, and four other aircraft meant to augment the fleet of the Ghana Armed Forces (GAF).
Such an action, the Minority said, would save the state millions of dollars and serve the best interest of the Ghana Armed forces. The Minority group said the deal that the government was embarking on stinks, because the cost had been over-priced and inflated.
Addressing the media at Parliament House yesterday, the Member of Parliament (MP) for Okaikoi South, Nana Akomea, said the Minority insists that the Embraer 190 is basically a commercial airline which the government was getting configurated into a presidential jet.
“We insist the Embraer is to serve the same purpose as the Airbus 319 ER, which is the original recommendation of the GAF in 2008 to serve as the main presidential jet.”
Nana Akomeah, who is the Communications Director of the NPP, said because the NDC opposed the acquisition of the Airbus 319 in 2008, they are now in government, and are finding difficulty in justifying the purchase of another aircraft for the same purpose, as recommended by the GAF.
He said the argument that the Embraear 190 would serve as a strategic airlift aircraft for troops was false, because the Embraear is a 100-seater plane, which, according to United Nations standards, is not suitable for the lifting of troops.
“This claim of military use for the Embraer 190 is, therefore, an attempt to throw dust into the eyes of Ghanaians.”
The Okaikoi South Legislator explained that based on the basic price of $32 million, a price tag of $88 million means the government of Ghana ordered for extra configuration that cost the Ghanaian taxpayer an additional $56 million.
He told the media that even if one accepts the government’s basic price of $55.2 million, the additions ordered by the government cost the taxpayer an extra $33 million. These additions include nearly $1 million for flight entertainment in the 1st class compartment.
According to the Communications Director, the Minority was convinced that the additions and extra costs for the Embraear 190 were excessive for a poor country like Ghana, where millions of people still lacked basic needs like food, water, electricity and shelter.
He maintained that the government was being hypocritical, because in 2008, when the NPP government brought loan agreements to Parliament to solicit the agreement of the House to buy two aircraft at a total cost of $105 million, the NDC in Parliament objected to the deal.
At the time in 2008, the NDC said: “It is premature for us to buy these aircraft.”
According to Nana Akomea, Mr. Alban Kingsford Sumana Bagbin, then Minority Leader, said it was important that Parliament did not commit this country “when people were thirsty, hungry, where we are HIPC, and poor.”
“To paraphrase Hon. Bagbin, today, we say to government, do not commit this country to buy aircraft at such high cost, which use is not certain, and which cost is not certain. For we are still thirsty, we are still hungry, and we are still poor.”

The military transport helicopter was introduced into the world market in 2002. The helicopter is delivered through the Russian state-owned special exporter Rosoboronexport.

Having followed the thread on here, I can't help but conclude that most commentators lack logic in their reasoning. If you are bemoaning the wasting of money, why then complain if your President secures used helis. Mind you, if you are an aviation expert you will realize that older aircraft,if managed well is as safe and fuel-efficient as a newer one. It is a good start for Ghana, considering the relief it will bring. Instead of blindly playing partisan and tribal politics, support the President to improve the country. If you have doubts as to the procurement procedure, push and request for information. That is why you should be wasting your time fighting over issues that matter, like the passing into law of the right to information bill, rather than eating fufu and banku ad then spewing it out on social media by insults!

Their performance is even better than that of advanced Western models for certain tasks. In 2012, the Russian Federation has topped the arms export plan.

Russian (Soviet) small arms and more sophisticated equipment works smoothly and efficiently in all climate conditions. On December 5th, the Washington Institute for Near East Policy published a report, which said that Iranian pilots on Soviet Su-25 fighter jets (NATO: Frogfoot) intercepted advanced U.S. drone USAF MQ-1 Predator over the Persian Gulf. The authors of the report said that the Soviet-made aircraft was not an interceptor: it was not equipped with modern radars, but it could successfully destroy state-of-the-art aircraft, Worldtribune.com wrote.

Here is another example to prove the efficiency of Russian-made military hardware. The Pentagon was forced to recognize the indispensability of Russian Mi-17 helicopters in Afghanistan. The Pentagon even concluded a contract with Rosoboronexport (Russia's defense export giant) worth $900 million. The contract has to be approved by the US President, though, due to negative recommendations from the Congress. However, such assessments of military experts of Russia's main strategic adversary say that Russian weapons are very promising in terms of its competitiveness in the world market.

This was, in fact, announced by President Vladimir Putin on December 17 at the meeting of the commission on military and technical cooperation. Assessing the results of the year 2012, Putin said that Russia had sold arms and services worth more than 14 billion dollars (13.5 billion under the plan). The volume of new contracts made up approximately $15 billion. The president also outlined the directions, where Russia may continue its progress at this point.

First off, it goes about the joint production of military products and research developments. As an example, one can name a joint project with Serbia for the production of multiple versions of armored vehicles in the Serbian town of Velika Plana. The vehicles will be exported presumably to Kenya and Bangladesh. Not that long ago, an agreement was signed between "Russian Technologies" and Brazilian defense company Odebrecht Defensa e Technologia about the establishment of a joint venture, which, in particular, will assemble a line of multipurpose Mi-171 helicopters in Brazil.

Russian companies are involved in a number of joint projects with India, including the creation of fighter jets FGFA (based on the T-50) and Brahmos supersonic cruise missiles. China wants Russian designers to take part in the development of engines for its fighters. This will eliminate counterfeits of Russian brands and help Russia find a place on partners' markets.

The second, and perhaps the most promising direction, is "the restoration of position in the market for military modernization and repairs of hardware," Putin said. Russian defense industry companies have obtained more rights this year to conclude contracts with foreign customers. It was stated at the meeting in Sochi in early July 2012 that the export of services provided by Russian defense companies in 2011 amounted to about 2.5 billion rubles, which accounted for 18 percent of the total volume of all military exports from Russia. This year, the figures will probably be larger.

To give an example of such cooperation, one can refer to the contract with NATO for servicing helicopter fleet in Afghanistan. The contract currently goes through the signing process. A similar agreement was signed during the recent visit of Brazilian President Dilma Rousseff to Moscow. Brazil increases the fleet of military helicopters Mi-35M.

Soviet military hardware is also in demand in Africa. The continent's strongest armies of Algeria, Uganda, Chad are armed with the latest models of the T-90, T-70 tanks and Su-35M jets. Libya has recently asked the Russian government to resume military cooperation and render assistance in the modernization of the previously delivered military equipment. In particular, the new Libyan authorities are interested in the hardware that was left in the country after the overthrow of the Gaddafi regime. The country has already signed a contract to upgrade 200 T-72 tanks.

Bahrain has requested servicing a large quantity of Kalashnikov AK103 rifles. Now is the time for Russia to offer these services to Africa and Asia to maintain the park of Soviet military equipment, which the above-mentioned countries prefer for its remarkable performance in all climate conditions, as well as for its price and quality.

At present, Russian arms and military equipment are supplied to 88 countries of the world. Fifty-seven of them are regular customers. India remains the largest buyer of Russian military equipment. The country buys Su-30MKI fighters and T-90S tanks. China is the second importer. The country bought AL-31FN and D-30KP-2 aviation engines in the amount of $1.2 billion and Mi-17 helicopters worth $700 million. Vietnam comes next on the list (about $2 billion): the country purchased a submarine of Project 636 and Lightning sea boats. The numbers of contracts with other major importers - Algeria, Venezuela, Syria - have not been disclosed.

Russia's portfolio of agreements also includes a package of contracts with Iraq worth more than $4 billion. Vladimir Putin said that Russia should promote its weapons. According to him, such work "should help in the military-patriotic education of our citizens, especially young people." Indeed, for Russia's image abroad, the Kalashnikov assault rifle has done more than all our achievements combined.

Since independence, our warless military has never - I mean never - provided any service to the motherland other making coups and providing peacekeeping for other countries on behalf of the United Nations. In 1979 an American helicopter on a secret mission in Iran got stocked in the Iranian desert when sand entered its engines. Russian helicopters have been flying in and out of the Kazakhstan and Afghanistan deserts without any problem because they are specially build for all purposes.
In 2002 I happen to meet a Ghanaian engineer who with the help of others assisted the U.S. to manufacture a sand expelling engine for her military helicopters.
Currently Russian bombers, both light and heavy do not need to refuel to reach Washington, however U.S. bombers need an aircraft carrier or another plane to fill their tanks.
When it comes to landing of troops Russia have a lot of howvercrafts, which we suggested the other time that the Ghana Navy must acquire to protect our crude oil industry.
Russia also have the biggest airplane in the world called Ruslan and Mirea, they are about six stories high these are some of the reasons why Russia have less aircraft carriers.
