you mean it wouldn't have appropriate to address the numerous issues such as health care, infrastructure,and high unemployment that confront us? when is considered an appropriate time?
We must realise that even if the President were to deliver a speech for 24hours, he would not be able to touch every aspect of the national life and satisfy everybody's expectation, let alone a speech delivered under 1hour.
