The article clearly states that the tree was on the mother's property and that the neighbor took the onus to employ and willfully commit tresspass to prune property that did not belong to him. Upon the 'arborist' being expelled, the neighbor took it upon himself to broach the property again, without permission. If damage was done from the tree, the neighbor should have documented such and let the civil courts handle the matter.
