  This is the best thing so far to happen to Ghana this year - as far as the citizenry are concerned.
  H.E. President, after the passage you have to reconsider the appointment of Chief executives to the MMDAs, and instead cheif executives should be appointed on the basis of merit and competence and not by political appointment or elections, which will not make the chief executives more accountable to the local authorities.

  My first question is where do the MMDA's expect to get the revenue to support their projects. Are they expecting to divert some of their current revenue stream to pay off bonds or obtain new revenue streams (i.e. new taxes, increase property taxes, etc).
  
  There is a huge deficiency between development needs and funding but to allow MMDA's to obtain loans/bonds, besides the central government on similar projects, is not a great idea.

  water lines in each state in usa is not done by federal gov, Not even state gov, unless poor town..Countys and Citys setup and fund water,sewer and some electric service in each state..Money should come from the sale of water ...

Let them buy trucks, put people on Their payroll. The landfill can be gov. owned if needed
