I had realized this very issue/problem at the Pantang Mental Hospital when I presented an ECG/EKG machine to the institute on behalf of the Ghanaian-Canadian Nurses Association of Ontario.
Could you believe this; the only qualified Psychiatrist (Dr. Dadze) was also the Chief Admin Officer?.. and in fact, the head of everything just like Dr. Osei.
During my short presentation speech, and standing right beside the dr. I urged the nurses and other department heads to pursue further education. I did emphasize administative/management degrees and skills to take over that aspect from Dr. Dadze so the dr. could focus more on treating our unfortunate patients.. They all laughed when I mention the "take over" term.. perhaps they though I was "sick" in my head to suggest this.. Many Ghanaian workers need to be pushed to act.. They seem to be satisfied with their initial one diplomas, basic degrees and nothing more.
You may verify the presentation I am referring to on the Ghanaweb .... or you may just google these terms... "Obed Komla Adore, GCNAO, Pantang Hospital, Donation...etc.."

People suffering from mental illness are not only marginalzed but also considered "throw away". Their own families do not want them.so the government does not care for them.Who wants to work with people nobody cares about including family members. In my opinion the few professionals working for them are heroes. Let us support them instead of critcizing them.The Ghanaian attitude towards the mental illness and the mentally ill is to blame.If mental illness is given the same attention physical illness are given the plight of of these helpless individuals will improve.this is not about recreation, it is about treating people suffering from mental illness with respect and giving them the dignity we all long for.They need the support of the entire community.There evidence out there which has proven that the right support and attention people suffering from mental illness recover and lead productive lives.Our leaders are clueless, hence the the deplorable state of mental health care in Ghana.
Mental health care should be incorporated into the health care system. Once this is done people suffering from mental illness can be treated using evidence-based practice

We are faced with poor standards of care for mental patients in Ghana.
Firstly, the Ghanaian communities and parents do not believe that these patients can be treated and lead a useful independent life.
Secondly, that prejudice is shared by the Ministry of Health and they do not care enough as in Britain with adequate protection and care for mental patients of all ages.
Thirdly, that attitude in the Government ensures that no adequate provision is made for the treatmnent and discharge of mental patients in Ghana.

Fourthly, because of inadequate treatment routes and supplies, patients remain in hospital for more than three months in Ghana and the place becomes a prison: a hospital for treatment and prompt discharge is lacking.
Fifthly, continuing education by correspondence course is available for nurses in leading Universities worldwide.
Nurses need not take time off for study.
Lastly, there must be incentive pay for nurses and doctors working in mental hospitals to make the work interesting.
I have in mind the British standards of care for mental patients.
The Ghana Mental Health Act should be reviewed along the British Mental Health Act care standards.
Mental Health Act lawyers in Ghana and in the Ministry of Health should ensure that the rule of law and human rights prevail and are respected in the Ghana mental hospitals.
