Instead of trying to upgrade the refinery and make it more efficient, this patently corrupt NDC government is deliberately running down the refinery so that it can sell it off to cronies for pennies on the dollar. What a travesty of justice.
A wise leadership would have been looking to build more on-shore refineries to take advantage of the new oil finds littered all across the Gulf of Guinea, we could easily make Ghana the go-to place for the Ivorians, Liberians, and Beninoise to come and refine their new-found black gold, but no, our collective myopia has prevented us from seeing the enormity of the opportunity.
We Africans have a long way to go.

TOR is run by the Gov't that is why it is not performing. The usual Ghanaian mentality that IT IS FOR THE GOVERNMENT is the reason why it is not functioning well. Let it be privitized(not to Gov't cronies), bring in more private refinery companies to allow competition and let us see what will happen. The Gov't should allow competition and play an oversight role.

For a nation whose oil output is about to increase, we need at least one reserved refinery for ourselves. If we sell TOR, we can be hijacked by the oil moguls in the furure. What we need is to allow more private competitions as you said, while we build more power outlets. The NDC policy of halting the power competition allowed by Kuffour as well as its members' unreasonable seizure and monopoly of the Bui Dam and other energy contracts is partly to blame for this crisis.

Uncle Tawiah, nobody would want to sell the hen that lays the golden egg but our Ghanaian attitude demands that. How can a whole company like TOR stop production for about 8 months? Yes, because it is Gov't operated. If it is privatize with government responsible for oversight, it can help. If gov't wants to run it the way it is being done now, then we as well have no refinery. I also think more companies should be invited in so there can be more competition.

TOR hire it tanks and the loading gantry to these poeple which fetch the conpany some money .So in other to creat market for these entities which are own by some people in government is to creat shortages.
TOR start processing and shut down within some weeks because of know crude. The plant which operate under the temperature about seven hundred celsius and is shut down in some weeks.Comparing this to heating a stone and cooling ,and then start the process all over again .These results in cracking of the stone.Meanwhile the crude being at the harbour for so many days just for LC to raised by government. These deleys and then attract extra cost on the crude.
As this is going on ,finished product is being imported and they get thier money not thinking about the country. They then complain has some of their monies is being lock up by the gov.
