The President is talking about investigating while an investigation by GIIF has already established that such an illegality is taking place.

We seem to living in a lawless country where people do whatever pleases them even against the sitting government.

Why can't the government order shipping lines and theirs agents to cease and desist and REFUND ALL SUCH STOLEN MONEY to the shippers. It should not be too difficult for shippers who have been screwed to be identified in the age of computers.
