China has so many trained engineers, architects, industrialists and many other PRODUCTIVE citizens that they are all over Africa, Asia, Eastern Europe, South America and even holds the lion's share of United States of America's DEBT. How miraculous!!

Why let $2 billion lie fallow for all these months when the projects for which the loan was secured have not taken off? Even if the loan is interest free such delays are inexcusable. Where is the $2 billion, is it earning interests and if so who is enjoying the interests whilst mother Ghana pays the interests on the total loan? Was the government not ready when they went for the loan? This is not good enough.

I can understand the desire of the government to help the fishermen.There is also the argument for ancillary social and economic impacts resulting from the landing beaches(jobs.tax,monitoring and regulations of the fishing industry,etc)
However I am at loss as to how we can spend $2 billion on landing beaches when the there are clearly pressing priorities facing the nation at the moment:
1.The lack of food processing plants and factiories has resulted in post harvest losses as well high cost of food to mention a few.
2.How long would we continue to refine our oil outside this country due to the breakdown of (you continue)
3.Dilapidated Hospitails,poor roads and bridges,lack of silos in most regions to offset any poor harvest or drought...the list can go on.
Will the government be able to generate enough tax from the landing beaches to enable good maintenaince.
Lets hope that some good comes out this Landing beaches other than being as smuggling and transit point for drugs and arms.
However I sincerely hope that a positive impact will result from the beach landing project if that is the purpose for which the loan was given.

I am saying this because only last week, I believe, if I recall correctly, the USAID put out an article that said the last 10 years Ghana's fish catch has dwindled to 25% of what it was 10 years ago due to bad fishing practices.

I think this permits the inference that what is wrong must be FIXED before so much resources are sunk into projects that could be seriously UNDER-UTILIZED or become WHITE ELEPHANTS.

Does the Abbattoir on the Motorway ring a bell?

It may have been a Campaign promise and a PLANK in the Winning Party's platform but DUE COGNIZANCE must be given to CHANGED and PREVAILING CIRCUMSTANCES.

I believe if the Fishermen are made to understand that these Landing Sites Development will be placed On HOLD till they clean up their ACT, trust me, this nonsense will cease in no time, then we can proceed with the Landing site developments.

This statement is too vague. It does not give the specifics of how what is left of the $3bn Chinese loan would be disbursed.
How much will be spent buying fishing trawlers? Will Chinese labour be used to build the landing sites? How much will be spend preparing the catch, either through refrigeration or through fumigation?

The Chinese $3 billion loan has been in the pipeline for a very long time and has been debated in parliament about 3 years ago with all the details.I remember about $850,000 for gas plant,$650,000 for the 14 Landing sites,$500,000 for Railway,$400,000 for Sekondi Free Zone and the rest will go into extension of Takoradi Port and some major roads in Ghana.I think it will be better to construct just one New Sea Port in the Central Region than building over 4 small small landing ports which will not have any proper socioeconomic impact on the people.Thank you.

In the UK, two billion pounds buys a high-tech wind farm that sustains the population. In the US $1 billion has been used to send spacecrafts into space (casual example, Galileo). In Ghana $2 billion is used for politicians to buy mansions abroad and send their spoilt children to school.

This makes me angry; Ghanaians are not stupid.
