The description of the nation of Ghana as hopeless by the opposition party is sad indeed. However, in view of the facts of oil boom, the more than 100% increase in loans and debt burden, whiles unable to provide water and electricity, one cannot help but see some sense in that characterization of "hopeless state". Current President John Mahama was Vice President, and hence part of the last four years of executive decision-making. Whatever issues are of today were part of his thinking and responsibility.

It appears that Ghana's adoption of a mixed Parliamentary system with a President is not working well. In the last 30 years since the 1992 constitution there has been no effort to balance a budget and the Annual Budget is nothing but a wish list of spending. There is no real effort by the President to plan what the nation needs and allocate resources. The President seems aloof and expects others to do the hard lifting. The revenue sources such as Ports and Customs are given a quota to produce and one assumes it means the rest can go into people's pockets. There is no revenue or expenditure plan, and it is time Ghana learned the meaning of the word BUDGET.

We hereby propose to the nation to study the Budget of some nations, or in the US, some State Budgets such as that of California. A BUDGET is by definition, a PLAN of government revenue and planned expenses to fit, or a plan to fit expenses to proposed revenue. This exercise implies identifying all taxation sources ranging from imported duties and taxes to sales taxes (VAT), income taxes, property taxes, road and highway tolls, and even traffic violations fines.

It appears the Presidency is too far removed from the day to day problems and solutions of the nation and we are hereby asking the nation to debate the possibility of other options. The American democracy has succeeded in the last 100 years to become the strongest and richest nation on earth because of her formula of socio-economic and political structures and systems, America is a complex maze of independent and self-empowered towns and cities, Districts (Counties), Regions (States), and then nation or Federal. There is a formula set up such that every $100 of sales or VAT taxes collected at one location may be divided into portions for the Town, District and the Federal. This system is usually called "decentralization". Strangely enough a chapter in the 1992 Ghana Constitution mentions it but no effort to implement it since it is self-contradictory. The same constitution is asking the President to appoint these Town, District and Regional chief executives while expecting them to survive on their own. How do these appointed people become attentive to the needs of their towns when they report to some other Lord or President so distant from their problems, and they have no power or input to remove such a person.

Ghana does not have to be a hopeless state. Ghanaians have too many educated people in the last 56 years to become hopeless as suggested. Sure, mistakes have been made, but it is our hope that with the goodwill of the President, changes can occur in Ghana in a very fast time. The process starts when

(1) every town is allowed to elect their own Mayor and Town Council, and each home or business or working adult pays some small taxes so the council can contract private or public Water Supply company to build their Water system, or contract for their own Electricity delivery, build their schools, sewage systems, and provide other amenities and services as needed while even making some of their own local rules and laws; and

(2) all previous and future contracts for water, electricity, roads and highway, electricity and other infrastructure loans, and tolls collected, are investigated and any malfeasance punished.

There is no other way to build a nation but with a formula that includes self empowerment from the bottom, and discipline under laws that are enforced.

I took a quick glance and I can say that this Budget of Ghana shows a little improvement in presentation over previous budgets, in the sense of having more Tables and Graphs to depict figures and numbers.

I think there is a Misunderstanding of what a BUDGET is meant to do, in our Ghana.

A Budget has the sole purpose of

(1) designing the revenues of the State,

(2) matching the revenues against intended or defined expenditures, and

(3) proposing means of reducing expenditures or raising revenues.

I use the word DESIGN because it is a creative manipulation of numbers to reach a balance, almost like solving an EQUATION by taking out or reducing some expenses or increasing revenue through some means such as taxation increase to reach a balance.

Those who read the news perhaps are aware of American Republic conservatives fight against elected Democratic President Obama.

The major difference between the two Parties lie in the Republican quest for tax reduction and reduction of Government, compared to the Democrats quest for more services for the people, usually described as the “middle class”. Here in America when politicians talk of middle class, they really mean the “working poor” since the average person may be making $10-$15 per hour and may be living from hand-to-mouth.

I hereby submit a copy of the California Budget proposed by Governor Jerry Brown for comparison. The governor came out with this within 3 weeks after taking office for further discussion. California was in a deficit at the time by some estimated $15 - $20 Billion.

A Law was proposed at the 2012 Voting last November that was approved by voters, and raises the sales tax by a small percent, I think 0.5% (8.5% to 9%), for revenue for schools, and it passed, in addition to other sections of the Voting Process that needed to be tweaked. After that the Governor has announced this year the Budget is balanced and there may be a surplus in 2013.

As illustrated, perhaps in more flowery language,

There seems to be no such effort by Ghana government in the last 30, 40 or more years to balance our expenditures to our revenues. There seems to be no discipline in our spending habits even after a Budget is approved. Almost all our expenditures go beyond projected or budgeted figures. Since this a persistent habit,

this would lead anybody to the conclusions reached , that

1. “ the data that the finance minister relied upon to prepare the budget may not be verifiable anywhere apart from his office”

In addition to the conclusions, that:

2. We don't spend what we say we will!

3. We don't report on what we spent!

4. We don't account for what we spent things on!

5. We don't know where the money goes because we don't demand those who spend it on our behalf tell us!

6. When we have audits eventually, the Auditor General's report shows fraud, incompetence, errors, omissions, malfeasance and unaccounted or un-budgeted expenditure but no one gets fired or jailed or publicly shamed!

This summarizes the reasons we are not able to develop in real terms compared to other nations and infrastructures are slow or deteriorating compared to other nations of our size such as South Korea or even smaller ones like Singapore who went through the colonial experience as we did.

Ghana lacks discipline. We also like to boast. And we have started faking numbers. This seems to be our very strongly negative cultural trait and has been like that since the 1200 when the ancient Ghana Empire collapsed and historian traveler Ibn Batuttah wrote about it.

If Ghana is to move forward, there must be DISCIPLINE, if not like Chaka Zulu type, at least a modern form that follows the book and spares no one, irrespective of party, tribal or old school mates relationship.

I strongly suggest the Ghana government define the core concept of BUDGETING and if they need help with the design, I do these in my sleep and will be more than willing to assist. However, we need reliable statistical data and a data base for all towns, districts, regions and their schools, agencies and homes, in addition to a national personal and property Identification numbers

Its sad that nothing seems to be accounted for. One of my observations, to which i'll stand to be corrected if there is evidence to the contrary, is that public project funds/accounts are not "encumbered" as is the practice in several developed societies where accountability is taken seriously and practiced. If a construction project is envisioned by say AMA or some district, it seems as if no separate encumbered account, protected by law, is created. The DCEs or whoever has one "pot" of gold which can be used willy nilly by he who has access to it. And so the Contractor or vendor finishes the work and gets paid 2 years later because "there is no money". How? I don't understand, yet this is practiced throughout the Country right from the DCEs to the MoF itself. How can a project be budgeted for and not be paid for until several months or years later? It will only occur if money earmarked for it is used for something else, implying the project account was not "encumbered" or freezed. Granted that the account holders at a programme level can manage accounts by moving money in and out, its still within a slim margin and against secured projected inflows. Accounts have to be "encumbered" and spent only for the purpose for which its funded. We have a shameful tradition of accepting such a backward practice and concede that GoG jobs are always underfunded, yet donor agencies jobs are catered for and paid on time! The only difference is that they "encumber" their accounts. and GoG behaves like a black hole into which every hand dips. We cannot have fiscal accountability if we don't change this practice, nor can we actually budget as you mentioned

I am sure there are a good number of us that can lead a budget discussion or analysis. One observation about how our national budgets fail to achieve their intended result is that they are based on "azaa" estimations unrealistic measures. Firstly, our system of data collection is zero to nil as has been highlighted by so many others. So, if your basis for your budget is "everywhere", then chances are that the result will be somewhere between Bolga and Enchi.

No mischief here but the data that the finance minister relied upon to prepare the budget may not be verifiable anywhere apart from from his office.

It's time we start from the basics. How would you budget for the number of school uniforms to buy if you do not have good knowledge about those getting ready to enter school? Just a basic example. There's a saying that if you don't know where you are going, it doesn't matter where you pass. We're lost, if we don't change course.

Without exhorting any religion over the others, it must be pointed out that even the Bible admonishes us to do proper planning before undertaking any project. See St. Luke 14: 28-32. So why can't we plan since the Ghanaian spends more time at chucrch than working? Steve N, are you there?

As you notice, it is not lack of knowledge, but rather the lack of leadership will and executive management fire that we need.

This is illustrated in the many projects, to cite a few examples the Roads and Highways loan starting with the $4.2 Billion loan of 1989-1992, and then the $603 Million Grant and Loan for Water works in 2005/2006, and $600 million for Electricity in 2006/2007, plus the recently acquired or reported $10 Billion announced from China.

We strongly urge the President to set up an independent inquiry into all these Loans to investigate application of the funds and reasons why projects got delayed or never got completed, and have the courts impose criminal liability on those who have caused so much financial losses and personal pain as being experienced in Ghana today. It is our fear that something bad may happen to our nation of President Mahama delays action on these measures.

A stable democracy, rule of law, rapid economic growth and almost all the other tick-boxes, plus new oil discoveries, have won Ghana a lot of fans lately.

So it’s worth paying attention to anything which goes against the sunny narrative (leaving aside its continued under-performance in the Africa Cup of Nations, which can now almost be taken as given). This comes in the form of two recent reports from rating agencies Fitch and Moody’s.

Both reports highlight concerns over Ghana’s budget deficit, which grew dramatically in 2012. Their message to newly-elected president John Mahama is one familiar to governments in the troubled eurozone: get cutting.

While Ghana’s B+ rating is not to be sniffed at, the country has been placed on negative watch by Fitch as a result of the deterioration in public finances.

Ghana’s presidential and parliamentary elections passed off smoothly in December, with opposition complaints taken to the courts rather than the streets and outside observers satisfied. But if the political process was judged sound, the same can’t be said for the economics of the elections.

Many governments indulge in pre-election spending sprees but there are varying degrees of subtlety. Mahama’s National Democratic Congress was pretty conspicuous. Ghana’s July 2012 parliamentary budget set a target of 6.7 per cent of GDP for the government’s budget deficit. This was up on the 4.8 per cent target from the start of the year, but the government nonetheless managed to reach 12.1 per cent by end 2012, according to the central bank.

This, Fitch says in its report released on Monday, “shows a serious loss – not only of fiscal control – but of credibility” and raises “concerns about a major weakness in Ghana’s long-term creditworthiness”.

Moody’s, which released a credit analysis on Ghana on February 15 and rates it B1, warned: “On debt affordability metrics (interest and debt to revenues), Ghana ranks below all comparable peers”.

Fitch says it is current rather than capital expenditure which lies behind the rising deficit. Current spending rose by 2.9bn cedis ($1.5bn) while capital spending fell by 1.3bn cedis. The public wage bill has more than doubled in just two years, they say. Fuel subsidies have been heading up too. The National Petroleum Authority has said they could increase to 2.4bn cedis this year, up from around 1bn cedis in 2012.

Oil, the cause of much of the excitement around Ghana’s economic prospects, currently only contributes 1 per cent of GDP to state revenues, Moody’s says. And then of course there are higher interest payments to cover all the new borrowing.

At 47 per cent as of end 2012, debt to GDP is low by the standards of many developed economies, and low in the context of Ghana’s recent history – in 2000 it reached nearly 120 per cent and the country was subsequently a recipient of relief under the Heavily Indebted Poor Countries Initiative.

However, the figure has recently been rising again, up from 31 per cent in 2008 and as Fitch says it has been taken at “punitive rates”. Rates on short-dated treasury bills are 22.7 per cent, and the government’s financing costs rose from 1.9bn cedis in 2011 to 6.8bn cedis in 2012.

The government has hinted at plans to return to international capital markets with a eurobond issue this year – the first since its 2007 debut. In which case, it will likely be looking to tidy up its appearance.

Both Moody’s and Fitch think Ghana will achieve strong growth as oil and gas come online and taxes start flowing in, meaning the government should be able to plug its deficit without too much difficulty. This can’t be taken for granted though, as Moody’s points out:

Ghana remains highly susceptible to external financial shocks in the form of (1) sustained currency depreciation; (2) volatility in commodity prices (oil/gold/cocoa); and (3) a sudden stop in portfolio inflows into the domestic capital market for government securities, since foreigners hold a significant share of local-currency government debt with maturities of over three years. This vulnerability is exacerbated by low levels of foreign-currency reserves (which currently amount to less than three months of imports) and a large share of foreign-currency-denominated public-sector debt (21% of GDP, or 45% of total debt in 2012).

The government is already moving on the fuel subsidy, with prices for premium petrol and diesel hiked 20 per cent on Sunday, and a new budget is due to be released in March. However, in a rebuke of a kind that European governments have been getting rather fed up of lately, Fitch concludes that in light of the past year’s events: “Fiscal credibility has suffered another blow, with budget announcements likely to be met with increased scepticism.”

THEREFORE, TO PURPORT TO CLAIM CONTRARY IS "DISHONEST AND ABSURDITY OF FRUSTRATION OF DEFEAT".
THAT DEMOCRACY ITSELF ENTAILS THE FREE WILL EXPRESSION OF THE PEOPLE RIGHT TO FREELY EXERCISE THEIR CONSCIENCE AND RIGHT TO VOTE AND THEY VOTED AND THE VOTES COUNTED AND GHANA NATIONAL ELECTORAL COMMISSION TRUTHFULLY AND HONESTLY DECLARED THE RESULTS WHICH WERE ALL COUNTED AT THE POLLING STATIONS IN THE PRESENCE OF ALL THOSE PRESENT INCLUDING PARTY AGENTS, SECURITY AGENCIES AND EVERY VOTES COUNTED WERE SIGNED BY PARTY AGENTS AND THE ELECTORAL RETURNING OFFICERS AT EACH POLLING STATIONS.
THAT THE SAME ALSO WERE DONE AT CONSTITUENCIES CENTERS WHERE THE VOTES FROM THE POLLING STATIONS WERE RECOUNTED AND SIGNED BY ALL PARTY AGENTS IN PRESENCE WITH THE CONSTITUENCIES PRESIDING ELECTORAL OFFICERS AND THEN TO REGIONAL ELECTORAL COMMISSION OFFICERS WHERE THE RESULTS WERE RE-TALLIED AND RECOUNTEED AND FINALLY TO NATIONAL ELECTORAL COMMISSION OFFICE TO RE-TALLIED AND RE-COUNTED AND RE-VERIFIED AND SIGNED BY ALL PARTY AGENTS BEFORE THE CHAIRMAN OF ELECTORAL COMMISSION FINALLY VERIFIED THE COMPILED RESULTS AND SIGNED BY ALL PARTY AGENTS BEFORE THE CHAIRMAN OF ELECTORAL COMMISSIONER FINALLY ANNOUNCED THE RESULTS.
THE ISSUE THEREFORE IS "WHAT VOTE(S) THEY WANTED TO DEMONSTRATE IN WASHINGTON, DC TO COUNT" AND WHICH VOTES WERE DENIED, REJECTED AND REFUSED TO BE COUNTED?
THAT THE PURPORTED DEMONSTRATION IN WASHINGTON, DC IS FOR WHAT PURPOSE?
THAT THE READING PUBLIC, THE PEOPLE OF GHANA AND THE INTERNATIONAL COMMUNITY SHOULD BE WIDE AWOKE OF CYNICAL AND DIABOLICAL PLOY OF THE DEMONSTRATORS SINCE THEY ARE HIDING THE ACTUAL FACTS FROM THE PEOPLE BECAUSE THE NPP COUNCIL OF ELDERS LED BY H.E.FORMER PRESIDENT OF GHANA JOHN AGYEKUM KUFUOR WHO RAN ON NPP PRESIDENTIAL CANDIDATE TICKET OF 2000 AND 2004 CLEARLY STATED THAT "IT IS UNFORTUNATE THAT NPP PRESIDENTIAL CANDIDATE NANA AKUFO ADDO AND 2 OTHER PETITIONERS DO NOT AND DID NOT HAVE THE EVIDENCE TO PROVE THEIR ALLEGATIONS AT THE SUPREME COURT OF GHANA AND CLEARLY ALSO STATED AND DULY ADVISE THE NPP PRESIDENTIAL CANDIDATE OF 2012 NANA AKUFO ADDO TO CONCEDE DEFEAT AND TO CONGRATULATE H.E.PRESIDENT OF GHANA JOHN DRAMANI MAHAMA WHO SINCERELY, HONESTLY AND TRUTHFULLY WON THE ELECTIONS AND WAS DECLARED SO AND DULY SWORN INTO OFFICE ON JANUARY 7, 2013.
