I do agree with you . Some of them are there receiving big salaries and not delivering. They should be replaced as soon as possible. No production, no stay.

The huge wage bill is the result of many people recruited into the armed forces that do nothing but sit their arses in barracks eating and drinking subsidised food and liquor. As a result of being idle they have resorted to assaulting innocent, unarmed civilians- the very people they are paid to protect. The officers are also useless because they protect and encourage these crimes against civilians. Only about 20% of the present army is needed and not more. Why should officers be promoted quite often without doing anything for the nation? All these contribute to huge expenditure while the people suffer in silence.

Army is the strong hold of the country as such the Defence Ministry need to expand the role of the ARMED FORCES where applicable and legal.

Public sector managers including the ministries and their minsters have no vision or targets to achieve or work towards, so to them, merely being present at the office or work is achievement enouth.
If the people at the helm of affairs are working towards the achievement of their leaders vision and goals and they are given targets and objectives to achieve, then failure to achieve these will be enough grounds to dismiss non-performing staff. But this not the case in Ghana.
Hence people cannot be held accountable. Afterall what goals, targets and objectives are you holding them accountable for if you the leader have not set them any?
The non-perfomance in the public sector is due to poor leadership drive from the top. Theaders lack vision as to the ideal services standard to offer the citizens hence thos who are supposed to deliver are not.

But in the same vein,top achievers should be adequately rewarded to demonstrate to all rthat it pays to be innovative and come up with new and better ways of doing things within certain set guidelines. Obviously, we do not want state institutions with defined mandates to abandon their core functions,and become quasi-private entities,all in the name of achieving fantastic 'results'.
The cases you`ve referred to go beyond "performance",and involve some element of political corruption or criminality that trascends the individual.
I don`t believe any public organisation will have any difficulty establishing a case of "just cause" or difficulty defending a wrongful dissmisal action initiated by a public procurement officer who spends upwards of six months to obtain customs replacement documents causing time-sensitive imports to be held up the the port;especially when the goods in question are duty-exempt.
