  I listened to a social welfare official attempt to justity a 22% outlay( GHC 2,400) from a total budget allocation of GHC 11,000 for 3 groups of disabled persons numbering more than 200 people,in the name of "capacity building"! What is even more amazing is that the receipients of the so-called training are able-bodied persons,whereas a trained disabled professional resource person could have been utilized for little, or no cost at all to the service-users. Are the clients going to be saddled with yet another training cost if these 'special-purpose' official are transfered or choose to change careers? The president and his team should try and get a handle on this new bureaucratic jargon before things get out of hand! called "capacity building"

  Ways of spending money foolishly. My point is that is this pictorial presentatation going to add any additional inforamtion to what is contained in the budget document? Is the budget being turned into some kind of catalogue or what? I have listened to Prof. Gyan Baffour complain about serious errors which make it difficult to read and comprehend. These corrections need to be fixed,and not ought pictures which may comlicate matters even more. It is about time we got our priorities right for a change!
