THE UNFORTUNATE TWIST IS HOW THE JOURNALIST CAPTURE SOME OF THESE STATEMENTS. IF WHAT I HAVE JUST READ TO MY UNDERSTANDING IS THAT THE SPEAKER IS TRYING TO PUT GOVERNMENT ON A STRAIGHT PATH TO BE MORE TRANSPARENT AND ALSO PROACTIVE BUT THE PICTURE PAINTED BY THE JOURNALIST WHO POSTED THIS ARTICLE MAKES IT LOOK AS IF GOVERNMENT IS A THIEF. IN ANY CASE, IS ESTIMATE THE SAME AS ACTUAL? IF NOT THEN PLS. SPARE US THESE TYPE OF NONSENSICAL HEADINGS.

  Is it not proper to underestimate the oil production per day and the price per barrel and thus, less total revenue to be derived in the budget than to inflate the estimate to the optimum and use the figures in the budget with unforeseen consequences? Perhaps, the government is trying not to repeat the shortfalls that heralded 2012 budget that's why it used, what appeared to be, the minimum oil production per day and the potential price per barrel figures in this year's budget statement. By that it seemed the government was trying to guard against possible shortfalls in production and prices. It was being prudent.

  THEY UNDERESTIMATED THE OUTPUT SO THAT THEY CAN USE THE DIFFERENCE TO RUN THEIR PARTY AND HAVE SOME TO CHOP. ooOOOH!! NDC
