  If the system is open and the qaulified individuals could apply through the proper channels, there will be no need to pay someone to secure enlistment. Paying for people to get someone a job and services they qaulify is a sympton of the sickness (cancer) in Ghana called CORRUPTION. How will someone use the seat of the Government as a means to get other people's attention? It just goes to show you the source of the corruption.
