  I don't know how one can signal a vehicle which has "pulled up" to stop, or "cramp" them for that matter.

ONLY RELEASE HIM UNTIL A BAIL HAS BEEN SET WITH A SURETY. IF HE DOSENT PAY THE FINE OR SHOW UP IN COURT. JAIL HIM FOR 6MTHS WITH HARD LABOR. FOOLISH GUY DOING BUSINESS WITH NO LICENSE. PROLLY EVADING PAYING TAXES AS WELL.

  The device used to immobilize vehicles is called a CLAMP not a cramp as you wrongly put it twice in your report. Get a grip.
