  is it possible for this country to go for long lasting solutions instead of adhoc ones? road construction is an expensive venture and this definitely is not the way to address it.

  i'm made to believe that contractors will do very poor jobs knowing very well there is another lurking to be awarded a maintenance contract. anyway what is the role of the maintenance units of the departments of feeder and urban roads?
