They should have torn the building down and build a new one that would have been cheaper.

Is that Ghanaian engineer? what does he know at all? If there to be good engineers like this man, Ghana wouldn`t have gone for outside engineers.

This was my thought when I read Mr Enchill's accounts. He is the residence engineer and my question is where was he when the contractor was/or started the renovation? When did he know the materials were defective.

This is why the developed world do not trust our so called professional because they don know anything. He is way side Engineer.

When was the building demolished or pulled down for construction.A whole professional journalist do not know the deference between rehabilitation/refurbishment and construction.The construction work of job 600 was started in 1960-61 and was completed in 1963 for the Non Alliened conference.USD.63,000,000 for rehabilitation work on a ten storey building whilst it cost the Chinese USD16,000,000 to construct the whole new five storey ministry of foreign Affairs and regional integration building which contains hundred and forty one offices and all other facilities.

Job 600 is 12 storey and its built like a collection of residential apartments.If you want to count individual rooms you would be getting numbers 5 times that of what the new foreign affairs ministry is and mind you this building has glass fascia all over which the foreign ministry does not have.Have you checked the material used for the finishing at these two places?The finish for job 600 is much more expensive and mind you job 600 covers a wider area and has 6lifts i.e 2 for each wing.The air conditioning too is another.

By the way who is the contractor and will any sanctions be applied here? The resident engineer has to go public with this so that Ghana is not bedevilled with another judgement debt in the future like we have seen in the past ...

And by the way, is the conttactor a Chinese company? Not sure if anyone issued a final certificate of occupancy for the new five-story Foreign Ministry building which was constructed in a record time of 27 months. Let's wait to see if the building will stand the test of time.

Did Mr. Enchill have a responsibility to co-supervise the work? If yes, when did he realize that inferior quality materials were being used for the reconstruction? Was he regularly present at the project site? What recommendations did he make to the contractors? Did he do same to gov't? If he was visibly present at the site there would be no way he couldn't have seen the materials being used. For Mr. Enchill now to make this noise is a clear indication of the rottenness in the various state institutions. He must be axed, and salaries paid him for those months he supervised the work retrieved. This is wickedness to Mother Ghana.
