  All these so call Tax Expert don't know what they are saying. All the states's income must be collected and properly accounted for(Auditor General) an act of criminality must be dealt with so far as the law is concern.
  It is the responsibility of the state institutions (IRS, Customs, SSNIT, etc) to come up with systems,processes and procedures to collect these monies. The govt's policy of widening the Tax net does not mean anything in reality ( finance). It is obvious that the states monies( On the income and expenditure side of the equation) are going to individuals pockets.

  The policy is flawed, as it is not required to attract investment. Companies are rushing to invest in Ghana - we do not have to woo them. Tax holidays are a source of revenue leakage, exploited by foreign companies to the detriment of our country.
  
  We must also use technology to make tax collection more efficient.

  Is it more important to sink US$15 million into guinea fowl farms when our major hospitals lack certain basic life-saving equipment? Is it prudent to pay these empty-headed MPs GHC200,000 when our doctors and teachers are still owed arrears?
  
  Cutting government waste should be a good starting point. We now have 85 ministers who will need new SUVs (likely Toyota Land Cruiser). How do we finance that? How much will they take home in salary and perks? What will happen to the old SUVs previously used? Why should a nation like Ghana spend 66% of tax revenues on payment of salaries? I thought the discovery and drilling of oil would help our nation, but these crooks have found a way to demand more money. Our leaders are really stupid!!
  
  My proposition:
  
  1. Consolidate the ministries to a maximum of 12; use more information technology (IT) that will ensure that we do more with less people
  
  2. Demand actionable plans from all leaders in charge of government owned enterprises. There should be annual reviews with under-performers receiving the boot. Demand strict adherence to cutting costs.
  
  3. List all government owned banks and other quasi-government entities on the stock market the government has no business managing banks.
  
  4. Come out with a 20 year plan to structurally change Ghana - this should be non-partisan. This plan will be reviewed every 5 years. There should be a clause enacted by parliament that no government can change this plan to fit the whims and caprices of their political party.
