  What IBM is doing is not new. It is the lack of political will and knowledge that is keeping Ghana in the dark. City managers in the country must use strategies that are environmentally friendly and not try to adopt measures that are unrelated to our needs. That has been the problem with everything in Ghana: copying things from other places without thinking.
