The government has not said it was not going to pay the arrears due the doctors. It has acknowledged owing them, but due to the liquidity challenges facing it - eminent economists, including the IMF and World Bank have warned about the danger of borrowing to finance this kind of debt in the current year - the government has suggested to pay the arrears by instalments. As life-saving professionals instead of allowing people to die by opting to strike, they could negotiate the instalment package. During the negotiations if the government's last offer is grossly inadequate as to make it unacceptable, the public might side with the doctors to get equitable payment from the government. It's all about compromise and not intransigence for the sake of Ghana.
