No body will be fined because if they are stopped by the police, the drivers will pay money and just leave. This is more money in police pocket.

You are only about 50% right Kwesi. Yes the police's word is usually the final under this circumstance. This is because the police need not show a proof other than the ticket of the infraction. The ticket is the proof. Hence the victim has the option of challenging it in court. (This is one of the rarest times under the Western English Jurisprudence when the "charged person is guilty until proven innocent").
With the rampant corruption in Ghana, I had proposed this "Guilty until proven innocent" law as an amendment to the Ghanaian Constitution to the Constitution Review Committee when they visited Toronto, Canada.
The only problem I have with this SFT exercise is the confiscation of the drivers' license until after the payment of the said fine. My fear is that many non-licensed drivers will abuse it.

The government must assign numbers to all citizens either by way of Voter ID or National Identification Card. With this database any person with a driver's license can be traced to this identifying number and information. When a driver is stopped, a ticket will then be issued for an infraction whose penalties and fines will show at the back of the ticket.
A duplicate ticket showing date of appearance at the court and amount of fine is retained by the police who hands it to the courts to be entered in their records. An automatic warrant of arrest is issued for Failure to appear before the courts or pay fine on that date specified.

There are three advantages to this : it discourages fraud by the police who may pocket money collected. It tracks repeat offenders who may have their licenses suspended. It is a great revenue generating process for the government. It affords convenience to the motorist who may not have on-the-spot cash to pay such fines.
When the police stops a driver he checks his number from the database and if there is an outstanding warrant he simply yanks him off from the seat, handcuffs him and send him to jail. That is what keeps America going - their success is no magic, pure common sense. We can do it here instead of that preimitive way of seizing licenses or making people pay some off the cuff money to the police.

It is a great revenue generating process for the government. It offers convenience to the motorist who may not have on-the-spot cash to pay such fines.

We can do it here instead of that primitive way of seizing licenses or making people pay some off the cuff money to the police and hunt for their licenses from the halls of bribery and corruption.

I think Police officers should be awarded quotas and promotions for all the genuine arrests and fines they make. Ghanaians do not fear law enforcement, because they are undernourished, underpaid and shabbily clothed. Until they find a way to plant fear into our citizens they will keep defying the law and Accra will remain a jungle of steel as it seems now. Soon, the street hawkers will have to deal with instant justice as well. Only way to tame a beast!!!

Traffic Law Enforcement: Everyone knows that the motor traffic unit of the Ghana Law Enforcement system is broken and needs major reform to make our roads safe. Bribery in the MTU has risen to the point of national joke. A bold solution would institute some incentives and rewards to motivate the officers on the road to do their job effectively. There should
be carrot and stick approach to rewarding or dissuading police officers on the road. MTU must give each officer on duty a quota to issue a traffic infraction ticket which is reported at the end of the day. The violating driver must pay the fine at a designated bank and bring the receipt to the traffic court as proof of payment. If the driver does not believe he/she committed the
infraction, they can contest the fine in traffic court. The police officers should be paid bonuses according to how many citations they issue each year.
Individuals should be rewarded with better working conditions, equipments,
uniforms, better living conditions or even a patrol car to make them more
effective and efficient. This is practiced in other countries to make the roads safer and police work more rewarding. Those police who fail to deliver should be reassigned and eventually removed.

Also local governments should be allowed to establish their own traffic safety enforcement units to keep local roads safe.
