  Some workers salaries were duplicated whilst others were wrongly categorised resulting in huge pay-outs.Bring in external auditors from the private sector and all the overpayments will be recovered for the Government. The auditors would be paid a commission on what they retrieve and not a lump fee. Try this and you will see the rot in the system.
