  If Govt goes out giving small loans to people without balancing and boosting other sectors of the economy, borrowers cannot repay loans. The economist, they call themselves, who advises govt should know this. Besides, both NPP/NDC gave these monies to party supporters, who are not going to pay back, because the party lost power and used it to buy akpeteshie to mourn. Or those who won used it for sradie- nam to merry make the win. In short and honest, there are no records of who and how much money was taking.
