A defendant was on trial for murder. There was very strong evidence indicating guilt, but no corpse had been found. In the defense's closing statement the lawyer, knowing that his client would probably be convicted, decided to try a trick.

"Ladies and gentlemen of the jury, I have a surprise for you all," the lawyer said as he looked at his watch. "Within one minute, the person presumed dead in this case will walk into this courtroom!"

He looked toward the courtroom door. The jurors, somewhat stunned, all looked, eagerly. A minute passed. Nothing happened.

Finally, the lawyer said, "Actually, I made up the previous statement. But you all looked on with anticipation. I therefore put it to you that there is reasonable doubt in this case as to whether anyone was killed and insist that you return a verdict of not guilty."

With that, the jury retired to deliberate. But after only a few minutes, they came back and pronounced a verdict of guilty.

The government should try to restructure the national security and the police bringing people from all walks of lives irrespective of their political affiliation but based on human capital. Ghana can boost of very very high levels of human capital but all wasted becos of soo many reasons. The criminologist will ask these few questions then the answers may be a building blocks. The chinese involved in galamsey do they have entry clearance (Visa)? Do they have working permit? Do they have concession to operate as small scale mining?Do they have all the necessary permits to operate?If not then somebody is not doing his work well.In the 21st century you do not wait for crimes to be committed before you think of strategics. You strategise with modern techniques of crime prevention and control by identifying the hotspots all over the country and do what we call capacity management and scheduling your men.We must thank the police administration for what they have started doing but more need to be done. Based on your hotspot mapping which must be review often and often the presence of the police must be intensified by patroling and stationary that is happening and most importantly the community policing must be working very hard to involve and be with the people some not in uniform in order to get first hand information for processing.I must say the police are doing their best but the logistics are not enough. The modern police administration needs a police helicopter for quick response and some other strategics i cannot say by this media. Police needs reliable informants who must be very well cared for and their identity protected.

I seriuosly feel the security Agencies we have, are NOT on top of issues. Security issues MUST be taken seriuosly. Our President should have held a press conference, condemn these acts and tell Ghanaians the direction the country is going. Our President MUST tell us something now and assure Ghanaians of their safety and security. The Government is too slow on things and therefore, even foreigners are taking advantage of our slowness and weakness to do what they like. I blame the Government squarely on lapses in security in the country. The Government is unable to enforce the laws of the land. What a shame? If Politicians are campaigning for positions in government, they promise us heavens and when they come to power they deliver " hell" to the people. May the good Lord have mercy on us.
