  It is good for the deputy minister to check on these departments. However, one step further is to punish the heads of these institution if their staff leave their offices or premises without their consent or follow the necessary procedure.
  
  If the heads of department are allowing their staff to be absent, late and work improperly, then it is the fault of the head. Their job is to improve and make their staff responsible.
  
  Punish weak or non performing heads and the late, absenteeism and unproductive behaviours will stop.

  It used to be problematic in the past, this time we have sophisticated GADGETS which brings all 'doubting Thomas's' to point zero!
  It's not only the Deputy Minister who could 'spill' the the beans, not even the immediate supervisor; we are all in it to make it better. Use your phones etc, but WISELY, and that's a sure way to balance the 'culture'!

  Are the same persons who lead the parade to 'sabotage' the efforts of govt in meeting the needs of the citizens of this country! Officials of a national outfit,like the minerals commission 'holed' up in the national capital,grant 'concessions' to 'foreigners' and non-residents of certain local areas,in some cases over the streneous of these ihabitants,to prospect for gold!
  And all this goes on notwithstanding the fact the no prior environment assessments have been done. Are we serious in this country at all?
  And as the Dep Minister has correctly intimated, how cas an official, who is seldom at post, be of any help to 'clients' in whose interest they have been employed and posted to various areas of this country?
  My recommendation would be for a 'mass shake-up' to be carried out to get rid of the culprits,who,by their conduct,have dclearly shown their lack of commitment and interest in the positions they occupy! Govt should embark on a recruitment and training regimen to fill the openings with the burgeoning class of unemployed but energetic and dedicated university and SHS graduates who are becoming part of the underclass of this nation. This group that holds the future of this country,should be giving the opportunity to serve this country!

  Mr. Kasangabata :I applaud you for the stand you have taken. Please be steadfast on it. In addition to your exemplary stand, I would implore you to next tackle this cancer of corruption that exist in the government and perpetuated by especially some Government employees at their work places. Mr. Minster, your effort is a good start. Please, keep it up and don't let anybody dissuade you from doing the right thing than to look the other way when things are going wrong.
