IT IS A MATTER OF HOW MUCH THE CONTRACTOR CAN PROMISE THE OFFICIALS AND HOW RELIABLE THE MONEY CAN BE GIVEN THAT DETERMINES HOW EASY THE PAYMENT IS EFFECTED. IN TIMES WHEN GOVERNMENT CHANGES HANDS YOU CAN BE ASSURED THAT THERE IS NO FAMILIARITY YET.THE GIVER AND THE RECEPIENT ARE STUDYING EACH OTHER TO ESTABLISH SOME TRUST THEN THE STEALING STARTS ON BOTH SIDES.
