It is very sad that that "president/leader" who doesn't live by the laws he makes as well as doen't lead by example is admonishing it followers telling them to be transparent.
Mahama has been "present for over 10 months, 5 months as the "president" but he is YET TO DECLARE HIS ASSETS. His lack of transparency and integrity in financial dealings doesn't make him credible and trustworthy as a leader, let alone chastise his followers to live by example.
Moreover, his leadership and team have corruption written all over them such that the level of corruption in the country is at unprecedented levels without any control.
Although during his presidential debates and campaigns he promised to use ICT t address these issues his corrupt mentality and mind has created more confusion than embarking on controls and systemisation of most governmental operation.
The result is more corruption from the "presidency" through ministers and their ministries, down to the services - police, customes, etc. These corrupt practices EAT INTO THE PROFIT MARGINS OF SMEs hence their inability to pay taxes.
The icing on the cake, is there is no transparency and accountability in where any tax paid ends up in the system. In the fat accounts of the "president? or dissipated by the ministers? or end up to pay wages of corrupt government machinery?

We must examine the books of all multinationals going back at least 20 years, and ensure that they pay their due. Any companies found to have evaded or avoided tax should be made to pay stiff penalties as a deterrent, or face the full rigours of the law.
We need every pesewa of revenue to balance the books and for development.

If an end is not put to the complaisance in the tax collect nobody will pay tax. The agencies in charge of the tax collect must work closely with the tax payers and alleviate the conditions of paying and not brutalize them or impose them harsh conditions.
But the most important for the citizens is for the Government to make good use of the tax they are paying. everybody is happy to contribute to the development of the country but there should be an assurance that the money they give or the effort they are deploying are useless.
The Government, the institutions and so on must reduce their life style. That will maintain their contact with people. The leaders must lead by example.
So the idea of widening the tax net is good but the Government must do more to convince the people that it is using their money to build the country.

Electoral Commission could also use that to update those who are to get voters card if needed (18 yrs attainment) when it is time for Election Saving MONEY from having to do NEW VOTERS REGISTER EVERY 4 YRS. - WASTE OF RESOURCES & BREEDING CORRUPTION!!!
Birth & Deaths as well as District Assemblies could use that data base as well as the MINISTRY OF FINANCE FOR BUDGET PURPOSES.

President John Mahama is right beyond words. Unless every income earner, regardless of whether a government employee, private sector employee, self-employed, street vendor, or what ever means income is earned is adequately covered by the tax system, the country can never maximize its revenue base. It is high time the Ghana government introduced a national indentity card or social security system coupled with a consistent annual tax return filing obligation for all income earners across the board.
When citizens are by law required to meet their tax obligations, failure of which fines or jail terms are imposed without favor, it is only then that individuals can wake up to their civil responsibilities.
I don't have the data for government employees, but it certainly might constitute just a small percentage of all income earners in the country. And if that is the only source of govenment's individual tax revenue,then certainly receipts will miserably fall short of what is required to immplement any meaningful national development agenda. And, sadly, because just a limited percentage of the population contributes to the the tax revenue, it is no wonder that the county is still lagging in development and progress after 56 years of independence
Government, NGOs, private employers, financial institutions ,industrial establishments,educational institutions, and churches need to embark on intensive tax education programs to make the general population understand and accept the concept of tax obligation wholeheartedly. Government must as well ensure that tax collection and disbursement of tax revenue is highly transparent, impartial, and efficiently implemented. The national tax collection system needs to be effectively synchronized and coputerized in order to eliminate loopholes and fraud.
It is highly necessary to learn from the United States of America, the industrial and economic giant of the world, the way tax and taxation need to be instituted and implemented. A strong political will of the government of Ghana, coupled with a strong ethical and civil will of the general populace is highly called for in this regard.

I totally agree with the President on this issue but my only concern is that we do not have the right infrastructure within the tax offices. I once visited a tax office in Accra and was shocked to learn that there were no computers and that they still used paper... this is clearly an easy way for people to be corrupt as there is no-way one can carry out an effective audit. Hence my only advice would be that before the government embark on a mission to widen the tax net it should consider a massive overhaul of the infrastructure.
If we are going to get this correct we have to start using the correct way... using modern technology where it is easy to audit and trace where the money comes and goes

Put Parking meters and employ people to inspect them all day. There should be a mechnizem to enforce this system.
2. the Police has to start issuing speeding tickets, Give all the Patrol police some special tickets, to issue to drivers so that they are monitered and set Parlikng and speeding courts so that those who are issued with these tickets after a time would be prescuted.
Impose special toll tickets on all the good roads so that these cash could be used to fix the roads.
The minister of roads and high ways has a part to play here.
These few ideas, could give Ghana over millions of cedies a year.

I was in Ghana, just last month and need to pay some tax, after the man check all the tax l need to pay, l told him are you sure, he said. l told him l can't pay as is too much, then he said, l can do something for u, and cuz l need what l am there for, he did what he need to do to help me and at the end of the day, he took much money into his pocket and write a receipt of small for the Gov. All I know is this is a flowery way of saying citizens I am going to increase your taxes, be it your water bill, electricity bill, application fees for whatever cause. Mr president we can never fill the bucket if the bucket is seriously leaking no matter how much water we put in it. Until we deal with people like the Woyomes, the serious leakage at the ports, the unofficial fees at various government service units, etc. etc. no amount of widening of the tax net is going to help Ghana. And who am I to say I will not pay the unofficial fees ....... a case in point ..... My friend and I recently applied for electricity service from ECG. I agreed to pay the extra unofficial fee of GHc 500 and one month later I moved into my new beautiful home. What about my friend .... six months later he is still waiting and paying rent to some landlord!, would you say I am encourage the rot in the society? Yes but what are my real options .... Report to the police that ECG officials are demanding a bribe before they do their work, refuse to pay like my friend, or my way which today has proved more prudent and economical than my friend's?
Mr President until you can get the various government institutions under your control to do the right thing no amount of taxes can help us! I am not going to pay more taxes and go to the hospital and not find doctors and nurses! I will not pay more taxes if I will still have to pay extra when I get to the port to clear my items or when I apply for my passport! Enough of that rot and let's block the leaks in the tax net rather than widening it and making the leaks bigger!
