I still do not believe that he is in this case at his own instance.I believe there is a force behind him;may be they made some financial commitment before the election.But God can still help them if only they can humble themselves

Now, lets use these words (adjectives) to qualify the noun 'Voting'.

Are these words not connoting the same understanding?

There are rules and regulations governing the setting up of polling stations and that is what the argument is about. The Law states that polling station can't be set up less than 42-days to the election date. This is the position of the law period.
