It has been "water every where but none to drink" One man called the king sits on the gold and silver and do what he pleases with with the land and its gold, no accountability, no transparency, no fairness, no justices, etc how can there be progress. The same "culture" is practiced at the political level because that is what we are all used to. We thought that Kofi Annan will use his position as the then Secretary General of the United Nations to fight white economic racism against black which exists up to date even in the United States of America. Even in his own country Ghana some duties and positions which will expose Ghanaian graduates in real production are put out of the reach of Ghanaians.
When you visit companies owned by expatriates in Ghana you find out that Ghanaians are not employed in sensitive positions, especially when it is a manufacturing concern you will not find a middle or high level technician there.
