Chairman of the Electoral Commission, Dr. Kwadwo Afrai-Gyan, has admitted to several instances of double registration in the register of voters used for the 2012 general elections.

His admission follows a submission of a list of 51 such instances by Mr. Philip Addison, counsel for the election petitioners challenging the outcome of the presidential election which returned President John Mahama as the winner.

Mr. Addison is continuing his cross-examination of the EC Chairman at the Supreme Court.

Dr. Afari-Gyan, the sole returning officer for the presidential poll, had previously told the court that the use of the biometric registration and verification system had helped to improve the conduct of elections, specifically in helping to prevent double registration and impersonation.

He had also said that the 2012 election was the most transparent of all six elections he had superintended in the country. Ghana has had general elections (Presidential and Parliamentary) since returning to constitutional rule in 1992.

The NPP presidential candidate for the 2012 elections, Nana Akufo-Addo, his running mate Dr Mahamudu Bawumia and NPP chairman, Jake Obetsebi-Lamptey have petitioned the Supreme Court to annul over 4.5 million votes for alleged irregularities and malpractices and consequently overturn the declared result in favour of Nana Addo.

Further, the so called double registration could have been in favor of NPP but not NDC and so NPP could not come to a conclusion that the mere fact that they can show this as evidence in court implies it favored NDC.

Voter registers have always had multiple registrations. The biometric registration was meant to stop this or at least substantially reduced it. This is the first time we have had biometric registration and verification and it we do not leave in an ideal world where everything would have run smoothly at 100%. There was no polling station outside Ghana and the 51 or so entries would not have made a dent in the election results. The number of people who actually voted is millions less than the registered voters.
What the petitioner's counsel has yet to prove is that over voting occurred because the voters register wasn't properly compiled. Did their polling agents encounter multiple voting at any polling station?

We live in a country were mediocrity is over looked, any attempt to get people to so the right thing and they call you names and insult you. Seems all past presidents and the present one have been elected by error. EC has just been recycling NDC and NPP every 8 years to keep the politicians and electorates happy and if this case had not come to court, it would have continued with NDC and NPP getting two terms each after every change of Government.

Atari-Gyan committed suicide by asserting that the 2012 elections were the best yet by simply accepting that there was double voting in spite of the biometric verification and other checks. Pride most certainly comets before a fall, for if he had listened to the many dissenting voices about the numerous changes he wanted to introduce within a very short space of time for the 2012 elections including the biometric registration and creation of new constituencies etc he might have got a better grip of events and left office on a professional high. He might have salvaged his reputation if he had given the NPP a day or two to prove their allegations rather than call their bluff and announce the election results on 9th December. He will now be best remembered for all the wrong reasons with a hitherto unblemished career being called into doubt by his own admission that previous elections were even more dubious than the 2012 ones.
The constitution ought to be amended to clip the powers of the EC if Afari-Gyan's admission is anything to go by. I think the man became too arrogant as a result of all the power he weilded and truly believed he was untouchable. Let this be a lesson to other public officials out there who think they are super-men. Viva the rule of law.

All that NPP and their lawyers are doing is what we call try and error. 'Simply try some stupid claim and see if something could come out of it.' Everything NPP has presented so far has very little or no effect at all on the Dec 2012 election results. What effect at all will 5 - 51 double registration have on the final election results. We don't even know if these double registered guys/voters did cast their votes or not. I pity Addison, Bawumia and few others who have been used by Nana Akuffo Addo and Jake to pursue their selfish interest/agenda.

The stealing starts at registration at all the boarder regions when all there is no real tension from the other political parties and the cards are used on voting day. So the closing of borders at the time of voting is just a waste of time.

Addison and the NPP have all the time to prove any double or triple registration done in Ghana... have they prove any? And even there ie 50/705 x100 =7%. What impact has this over the whole register. And remember these are people who registered and not those who voted. It might even be that less than 50% of this number came down or voted by proxy.. Too much noise about nothing!

The double registrants in such instance are punished; just like the person caught with 15 voter IDs in his room in Accra before the elections and was arrested. This is not new Mr. Objection!
