these agencies would be better served under the MMDA's. after all it is their responsibility to promote good literacy in their communities. this way they can fund and support the activities of the community libraries through levies.
central government definitely would not consider such an agency on its priority list especially when they (decision-makers and vault controllers) are privileged to be have access to the computer and internet 24/7 including their children and close associates.
cammon let's get real.

Pay before you read is just preposterous. How do we promote literacy? Is this where Ghana has come to? Mr. President, wake up because things are falling apart and the center cannot hold.

Decentralising the public library service in Ghana is in the pipeline. The question we need to ask is whether the MMDA's will give the public library the needed attention when currently most of them do not know the role the library can play in development, hence always shying away from supporting library activities. The Ghanaian community need be re-oriented.

A company, feeling it was time for a shake-up, hires a new CEO. This new boss is determined to rid the company of all slackers. On a tour of the facilities, the CEO notices a guy leaning on a wall. The room is full of workers and he thinks this is his chance to show everyone he means business! The CEO, walks up the guy and asks "How much money do you make a week?" Undaunted, the young fellow looks at him and replies, "I make $200.00 a week. Why?" The CEO then hands the guy $200 in cash and screams "Here’s a week’s pay, now GET OUT and don’t come back!" Feeling pretty good about his first firing, the CEO looks around the room and asks "Anyone know what that slacker did here?" With an uncontrollable grin, one of the other workers mutters "Library Delivery Boy"

In discussing a dying institution like the public library service in Ghana which is a center of enlightenment let us forget about which political party is in government and unite like we do when we are supporting our national football team. New elections will not solve the problem. Governments had come and gone but the public library service continued to deteriorate.

This is just a stop gap measure and immediately the finances of the Library Boad improves the situation will turn to normalcy. By the way the submission that users register with five Ghana cedis for the year to maintain the facility is a good one. However my concern is the issue of accountability.Parents should be able to afford the five cedis to enable their wards have access to knowledge. Ghana Library Board, Sunyani has shown you the way.Study it and if it becomes possible it can be adopted in all the regional capitals. What can we do to help our country? Let us not critize every action and inaction without thinking of their merits.

Ghana Library Authority is a decentralised agency of the Municipal Assembly, so how developed this little hitch of payment of utilities for free access to the public libraries?Where is the Municipal Chief Executive and the Assembly's social development budget? Could the library staff not innovate a charity programme to raise funding for such basic social service? Please, HELP,HELP, HELP, am I loosing it or our society has lost it? I do not know what Kwabena referred to as "Lazy Librarian" but I want to advice him to join hands with the public libraries where ever he is to plan and execute the charity programme. Society will not forget him. Let us all be involved. Let us be informed that the public library is not yet decentralised. The process is ongoing. They have therefore not been catered for in the current budget of the MMDA's hence the unwillingness of some of them to support the libraries. Others which have the means are doing so much for the libraries. An example is the new library in Koforidua which I am well informed was put up by the Municipal Assembly. Let us all join hands in all ways to create a well informed society through the public library service.

The caption "cash and carry" seems not to be the right one. The users who took the decision have decided to pool resources to provide comfort for themselves and all others who use the facility. Very soon all public libraries in the country will be without light for users to read with, not to talk of fans and air-conditioners to make the temperature in the libraries comfortable for academic word, research and recreation. When we start prepayment for water, which may be happening soon, you can imagine what will happen to staff and readers when nature calls them while they are in the library. I think it is high time we discussed the future of the Public Library (the people's University) dispassionately and devoid of political bias.
