  She must be fined and maybe a few days in jail will serve her right...she knowingly broke the law by concealing a phone in a ball of banku. What if she tried to smuggle a grenade or a bomb into jail, or even drugs. She cannot plead innocent after committing a crime. They should even interrogate her to find all the thieve friends her lover was going to contact. She may know them to give the police a lead in the interrogation.
