Any contractor/groups/individuals who execute shody work at the minimum, should be blacklisted and pulished....

  The vast majority of delay is due to govt not paying contractors on time. If the minister can guarantee scheduled payments then he does have a point. It's a two way street.

  How do you expect the contractors to do a good job if no funds are allocated to them?Don`t start with any project if there are no funds!How can the contractors buy materials and also pay the workers?
