  If politics is creeping its head in a sensitive matter like this then care must be taken to organize a plebiscite or referendum plain and simple. The Ningo citizens should choose whether they want an autonomous district or be part of an existing district. By charting this path the politics of the day will be very minimal in influencing the outcome.
  It is said that taxation without representation is against democratic principles.
