If he worked for the State without an EXPRESS CONTRACT. And, if he might have had prior similar contracts with the government which the government had paid, then it could be his defense that the Government saw him working on its behalf and didn't stop him. That may be grounds for him to claim the existence of IMPLIED CONTRACT.

However, if nothing of the foregoing existed, then Womyome must definitely refunding the money in full with interest, and then go to Nsawaim to finish his sentence.

I have always maintained that before Mahama is stripped of his stolen robes, all other NDC criminality will be exposed so that we all know what kind of evil dudes we are dealing with in Ghana's political spectrum. The party is riddled with crime, evil intentions, murder, destruction, mismanagement, foolery and inconsistency. I don't know how to describe these criminals. I just don't know.
