Oh Lord! what a sad news. My heart goes out to his family and his soul rest in peace. As a safety precautions could the school authorities have waited until the B.E.C.E is done before mowing?
How come a tractor was working nearby when students are writing an examination? Was it not a distraction in the first place?

The tractor operator should be arrested and prosecute. By now he should know the risk involving this work.
