However, my suggestion would be for the government to review the policy and/system to reflect current practice elsewhere.
First, let these teachers pay for their so-called research or development or upgrade, and then submit their bills for reimbursement. The reimbursement must not necessarily be 100%.
This is because when one pays for his/her own education, training and/or personal development, one tends to appreciate and enjoys it more!
This is the FACT!

they said book and research allowance. when you buy a book do you get a reciept? And you use the book/s for your research so the checks are not for the later but the books. You think you know too much and that is the problem ...

These industrial agitstions are becoming one too many. I agree with earlier suggestion made that the policy/law should be reviewed. While it is important to support training and development of lecturers, the resources should be chanelled where it will yield maximum returns. I am aware that not many of the lecturers in the polytechniques do any serious work and publish in peer reviewed journals. Many even do not know what publishing is all about. My humble suggestion is that state institutions are equipped to invite research proposals and fund such. The funding should therefore be coming fromthesector ministries. For example, research in Food and Agriculture should be funded by the ministry of Agriculture while research in technology should be handled by ministry of science and technology (if it still exist). The funds for the book and research allowance should be scrapped off.

The teachers need the books to buy books, and do researches. I would suggest all those who needs the books, make their individual book list and submit to a central body at the end if each school year and that central body must be responsible to procure the books to be ready and distributed within three months of submission. All research proposals have to be submitted to the appropriate authority by a cut off date giving time line when the said research is expected to be completed, and how the country will benefit from such a research. The research findings must be made available to the government . The only time a beneficiary could access the allowance for the second or subsequent times will be when he or she submit her findings to the government through the Appropriate authority.all material bought and supplied for each research has to be return to the institution where the beneficiary teaches; and these returned material, e.g. Text books have to be audited and kept in the institution's research library .
I suspect I am going to get a lot of insults from the teachers but this is what I honestly believe base on the argument advanced by the T-Poly Chapter of the POTAG.
