  The government can help itself by hiring a competent CEO for Korle Bu. Advertize the position globally and hire the best candidate. Stop the cronyism. and get qualifies people on the board.

  This shooting oneself in the foot all the time is scikening. Just get the right people into the positions--and you save the nation this basaba business.
  
  Just hire competent people--too much "whom you know".
