  It's easy to opine that "Ghana's republican status should be used as a vehicle to engineer growth to better the lives of its citizens".I wish the professor would cite how his suggestions could be incorporated into public policies to effect changes in our development.
  For his information,Singapore,Taiwan,Indian and other emerging nations that have taken a strong stance in advancing the plights of their citizens,were "dictated to" by those well developed nations from the start.Their markets were flooded by goods from those developed nations until it became comparatively advantageous for them to produce what they hitherto were importing for local consumption.Not until such time that we can establish strong institutions that would implement growth-orientated policies,we cannot afford to be mouthing off like the good professor is doing.Our nation is riddled with corruption and no one acknowledges the crippling effects of it,yet we hear whining from our academia of stooping to the dictates of advanced nations.Where are the protests from those who claim to know about what ails us.No one wants to bell the cat.Yet when given the platform,these "doctors" preach to the choir all the time.Lets have some learned men/women who have benefited from the toils of our people by the subsidization of their learned disciplines,stand up and fight for the deprived,forgotten,and ill-treated among us,instead of coming up with wild pronouncements that does nothing but add insult to our collective wound.

  I agree fully with you, Okunka. I also think we HAVE to put the NECESSARY AMMENDMENTS to the 1992 Dictatorial-Constitution and eg. the president appointing his Cabinet from OUTSIDE PARLIAMENT.More able- and selfless people will come on Board for development programmes than as of now.
  These people OWE NO ALLEGIANCE to the party in Power and are also EASIER to be given the boot for NON-DELIVERANCE.
  
  De-centralisation should NOT be only on paper but for REAL. Of course the national cake divided PROPORTIONALLY,whether the Reg.Min is of the Govt Party or NOT.
  There will be COMPETITION among the Regions for development!

  Our replublican status ascertains our severeingty. And sovereingty, in turn, provides the power and authority to make decisions in the pursuance of our collective national interest: education, health, communication, transportation, economic development (industry and commerce), etc. But sovereingty is just a political concept and a political authority.
  
  Economic development or economic growth, on the other hand, is an economic concept which is related to, but, quite different from sovereign power. While sovereign power allows countries to, autonomously, make their economic plans, there is no guarantee that those plans will succeed. In other words, to assume that an economic growth is a necessary condition of a republican sovereign power is unsustainable. Very competitive forces in the open market system undermine any guarantee of success. Therefore, Dr. Asare's assumption that Ghana, and for that matter, any country can use its political sovereign and "republican status" ... "to engineer [economic]growth" is false.
  
  Togo, Benin, Portugal, Italy, Greece, Spain, Jamaica, Argentina, etc., have solid republican and sovereign powers and authorities to make any decesion about their own circumstances. Don't they? But where is their economic growth or power? Nihil! To equate political status with economic status, as Dr. Asare has done is false.
  
  Countries with viable and well-managed resource bases, wide tax bases, sustainable fee structures, other revenue sources, investments, etc., are those with the favourable conditions for economic take-off and growth, given stable political conditions. Ultimately, it all boils down to capital or money. In other words, if Ghana does not have the money, or if the money disappears through endemic corruption, etc., there will be no money left for investment; and no amount of sovereign "republican status" can pull it out of its enocomic stasis.
