Ghana is a lawlessness country. How can the Ghana Police decide the punishment of a person that is suspected of a crime? Yea if you arrest suspected criminals and they do not get any jail term, someone up above may have take some money to let them off the hook. Investigate and file a complaint to deal with that nuisance if need be.
